Our work is informed by the priorities of our membership community and driven by our strategic aims for 2026-29, which are:
- Fund social care like it matters.
- CCPS is a strategic partner in the design, delivery and reform of social care and support.
- CCPS acts consistently in line with our values of credibility, creativity, courage, collaboration and kindness.
We are funded by member income and also receive support for specific programmes from the Scottish Government.

Influencing credible change
To deliver our vision we aim to inspire creative and courageous ideas and influence credible change. We involve our members in all our work to ensure their voices are reflected in decisions affecting them and the people they support.
We conduct research, develop solutions to influence policy and legislation, engage actively in key national groups for the sector, collaborate with decision-makers and partners and provide thought leadership and constructive challenge on behalf of our members.

Below are some highlights from our most recent work.
Campaigning in response to the Scottish Government’s decision to change the way it funds pay for frontline social care staff (January – February 2026)
Through our collective voice we were successful in persuading government to u-turn and commit to providing £20m of additional funds to meet Real Living Wage commitments in social care in the 2026-27 Scottish Budget.

Report: Delivery and Funding of Housing Support in Scotland (October 2025)
Housing support services in Scotland can generate £4.85+ worth of benefit from every £1 spent on delivery, this report by the UK Collaborative Centre for Housing Evidence and commissioned by partners including CCPS’s Housing Support Enabling Unit found.

Letter to the First Minister signed by 240 sector leaders (August 2025)
Alongside the ALLIANCE we mobilised the sector in support of a letter to the First Minister about the crisis in social care, resulting in widespread coverage in the Herald newspaper and a meeting in December 2025 with John Swinney.

The Criminal Justice Voluntary Sector Forum
