About HSEU
Housing Support services enable people to exercise their rights to obtain and keep a home, to live independently and to participate in the life of their community. The Housing Support Enabling Unit exists to support and promote organisations in Scotland who do this crucial work with people every single day.
This includes:
- Supporting providers to face challenges that are unique to housing support
- Supporting providers to understand and influence the development of relevant policy
- Delivering the only outcomes system designed for and by housing support providers in Scotland
- Connecting a network of people that contribute to supporting people at home, including policy makers
- Supporting providers in the voluntary sector, private sector, and housing associations
- Working across all types of housing tenure.
The aim of the Unit is to offer support and assistance to providers of housing support and supported housing. The Housing Support Enabling Unit is a jointly hosted by the Coalition of Care & Support Providers in Scotland (CCPS) and the Scottish Federation of Housing Associations (SFHA). Core funding is provided by the Scottish Government. As such, any housing support provider in Scotland can use our services without being a member of either CCPS or of SFHA.
Priorities for 2024/25
- Providers of housing support will be supported by the Unit to understand and negotiate the complex and changing landscape within which they operate.
- Providers of housing support will be able to influence national policy development.
- The Unit will support providers to demonstrate the value and impact of housing support services.
- Promote to public sector partners the role of housing support in advancing independent living and reducing the need for institutional care.

The majority of the committee members are themselves providers of housing support services.
The Executive Committee is a Sub Committee of the CCPS Board.
