The future of Modern ApprenticeshipsThe Scottish Executive conducated a consultation to inform Ministers on ways to improve the Modern Apprenticeship Programmes (MAs). The number of individuals participating in the MA programme has grown from a handful in 1995 to around 32,000, and in the last five years the number of participants has more than doubled. The consultation document notes that "we do not beleive that delivery and funding issues should overly influence the design of the MA policy framework and have therefore not dwelt on these issues in this paper." The consultation on the future of Modern Apprenticeships closed on 7 November 2006. The development of Practice Learning QualificationsThe Scottish Practice Learning Project (a joint initiative of the Scottish Institute for Excellence in Social Work Education (SIESWE) and the Scottish Social Services Council) has a remit to develop new, modular qualifications to replace the existing Practice Teaching Award. Draft qualifications have been developed in collaboration with the further and higher education sectors, employers, the SQA, service users and carers and the Scottish Organisation for Practice Teaching in Social Work (ScOPT). The consultation paper detailing the proposed qualifications can be dowloaded from here. The Consultation closed on 30 November 2005.
Scottish Social Services Workforce Core Minimum DatasetThe Scottish Executive recently conducted a consultation to seek views and comments on a draft Core Minimum Dataset for the Scottish Social Services Workforce. The Dataset has been formulated to help resolve the general lack of high-quality, comprehensive, person-based data and information about the workforce for the purposes of evaluation, development and planning. The consultation on the Core Minimum Dataset closed on 20 September 2005. Protected Functions of the Registered Social WorkerThe Scottish Executive has asked the 21st Century Review Group to identify functions which should only be carried out by, or under the supervision of, registered social workers. A Sub Group of the Review Group has undertaken the initial work to identify the functions that should be reserved to registered social workers in order to protect vulnerable people and promote their welfare and have developed a discussion paper as a means of defining these functions. The consultation on this discussion paper closed on 19 August 2005. You can download a copy of the consultation paper from here and the covering letter from here. 21st Century Social Work ReviewThe 21st Century Social Work Review Group has been established by the Scottish Executive to make recommendations regarding the future direction of social work in Scotland.The Group is currently undertaking a ‘2nd call for contributions’ to determine the sector’s views on the subject, particularly regarding the future delivery of social care services. The 2nd call for contributions closed on 22 July 2005. You can make a contribution to the 21st Century Social Work Review from here. The Group welcomes contributions from individuals as well as organisations. The Unit prepared a response to this document in collaboration with various voluntary sector stakeholders and this report can be downloaded from here.
Qualification Requirements for Housing Support WorkersThe Scottish Social Services Council recently conducted a survey to determine the sector’s views on Qualification Requirements for Housing Support Workers. The consultation aimed to identify the job titles used within the sector and to assess views on what qualifications should be required for Housing Support Workers. The consultation ended on 1 July 2005. You can view the consultation here. Development of the Social Services Workforce in ScotlandIn December 2004 the Scottish Executive issued a draft strategy detailing the Executive’s vision for a “competent, confident and valued workforce, delivering high quality, person centred services, responsive to the diverse and changing environment of Scotland in the 21st Century.” The consultation closed in March 2005, and the Executive intends to publish the revised strategy towards the end of the year.
