CCPS is delighted that the conference will also host the UK's first Carnegie Challenge debate, the first in a series of debates across the country where leading public policy thinkers and commentators will debate issues of public concern. This first debate will focus on the future of social care and its implications for individuals, families, communities, public bodies and the third sector. Chaired by Carnegie UK Trust's Chief Executive Martyn Evans, panellists include:

- Matthew Taylor, Chief Executive, RSA
- Jim McCormick, Scotland Advisor to the Joseph Rowntree Foundation
Workshops and breakout sessions will consider and debate current hot topics in social care including:
- how to make the best use of community, family and individual resources
- whether and how to measure outcomes for individuals
- the impact of personalisation on the workforce
- the future of social care regulation
