More choice for the public, more 'upstream' support, and more respect for the third sector: CCPS responds to the Christie Commission

Better care and support services can only be brought about by increasing choice and control for individuals, abandoning the current focus on paying for services by cost and volume, rather than by outcomes, and offering incentives to services to support independence, resilience and wellbeing.

These are the key messages submitted by CCPS to the Commission on the Future Delivery of Public Services - the 'Christie Commission - set up by the Scottish Government as part of the budget announcement in November 2010.

CCPS argues that the current funding system for public services is unable to recognise the impact of 'upstream' intervention in one area, on demand in others; and that the potential of the third sector in this respect has not yet been fully realized.
