Call for radical reform into public service delivery from Christie Commission report

The much-anticipated report by the Christie Commission into the reform of public services in Scotland was launched this week.

With the launch of the final report into the future delivery of public services, comes a call for radical reform alongside many important recommendations on prioritising preventative approaches, better procurement, working with communities and streamlining public sector structures. The report is the result of a consultation carried out earlier in March this year to which CCPS submitted a written response setting out that better care and support services can only be brought about by increasing choice and control for individuals, more ‘upstream support’ leading to improved outcomes, and incentives to services to support independence, resilience and wellbeing.

CCPS' concerns were directly reflected in the report, particularly around improvements needed in public sector commissioning and procurement practice, with the resulting recommendation from the Christie Commission that procurement practice should be rebalanced towards increasing effectiveness and promotion of positive outcomes, rather than being solely based upon cost efficiencies.

The concluding report agrees that a key priority for Scotland will lie in recognising that effective services must be designed with and for people and communities, to support self-reliance and maximise resources.
