Early Years and Early Intervention Framework

The Scottish Government has established four task groups to take forward the policy implementation phase of the Early Years and Early Intervention Framework developed by national and local government earlier this year.  CCPS is represented on two of these groups: on the ‘sustainable workforce’ group by Adrian Snowball of Aberlour Child Care Trust and on the ‘integrated services’ group by Isobel Lawson of Stepping Stones for Families.  The other two groups, on which the voluntary sector is represented, are looking at parenting and family capacity and supportive communities.  Further information is available on the members’ section of the CCPS website, and members are, as ever, invited to feed their thoughts and comments to the CCPS reps.

CCPS response to fitness requirements consultation

In May CCPS responded to the Scottish Government’s consultation on changing the regulations regarding the fitness of provider, managers and employees in registered care services.  CCPS’ response, which can be downloaded here, highlighted the ambiguity of the proposed changes to the regulations, and questioned the way in which the regulations seemed to suggestion conviction information could be used in isolation to decide on the fitness or otherwise of staff.  The CCPS response called for guidance to accompany any changes to the regulations, and volunteered to assist the Scottish Government in developing such guidance.

CCPS issues agreed in voluntary sector debate

On Thursday 17 April, the Scottish Parliament debated a Labour Party motion on support for the voluntary sector - the full text of the debate can be read here. CCPS issued a briefing to MSPs prior to the debate and, together with its partners in calling for Fair Funding for the Voluntary Sector, SCVO and Unison, and other voluntary organisations, wa successful in having amendments accepted by Parliament which accept many of the points made in the Fair Funding document and call for action on them; issues raised include a national contracts framework, re-tendering and the involvement of voluntary organisations in the development of Single Outcome Agreements.
