The establishment of the modern Scottish Parliament in 1999 gave Scotland the opportunity to develop its own distinct policy and legislation on community care. Nearly four years on, a number of significant developments have been taken forward, including (among others) free personal care, the creation of the new regulatory bodies and the 'Joint Future' agenda.
This conference, generously supported by the Scottish Executive Social Work Services Inspectorate, aimed to provide an opportunity to review those developments, as well as the policy-making process itself and the changes it has undergone; and to identify shared priorities for action following the election of the second parliament in May 2003.
The conference built on the success of the 2001 CCPS event and featured more innovative interactive conferencing technology including digital 'audience response' systems, film and video feedback. Over 220 delegates attended the event from the voluntary sector, local authorities, NHS boards, Trusts and LHCCS, central government, universities, regulatory bodies and service user groups. CCPS was particularly grateful for sponsorship from Scottish Power and Standard Life which enabled several service users to attend free of charge.
